Plopatou was born in 1938 in the city of Groningen, the son of a lawyer and a descendant of the Becherer family, owners of the Tiktak coffee shop. After some wanderings, Plopatou returned to Groningen and became a communist. There he devoted himself to painting and became a pupil of De Ploeg painter Jan Gerrit Jordens.[2] Both Jordens, who had left De Ploeg, and Plopatou belonged to the new Groningen painting group Circle in the early 1960s.[3] Plopatou became a well-known Groningen resident through his actions as a Provo. He was the founder and leader of the International Party for Sex and Riot.
